How CDPAP in Manhattan Works Now

The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program that lets eligible consumers direct their own home care. That ended in 2025, when New York moved all CDPAP administration to a single statewide fiscal intermediary, Public Partnerships LLC (PPL).
